Laura Donohue ’91 to speak on counterterrorism and executive power

Wednesday, September 10, 2008
7:00 to 9:00 p.m.

2661 Connecticut Ave N.W.
Washington, D. C.
(across from Woodley Park-Zoo Metro)

The Dartmouth Club of Washington, D.C. hosts Dr. Laura K. Donohue ’91 on Wednesday, September 10 to discuss her book, “The Cost of Counterterrorism: Power, Politics, and Liberty.”

Ms. Donohue is a fellow at Stanford University’s Constitutional Law Center and at Stanford’s Center for International Security and Cooperation (CISAC). She also is a by-fellow of Churchill College, Cambridge University, England.

Six days after the attacks on the World Trade Center and the Pentagon, Attorney General John Ashcroft called on Congress to pass the Bush Administration’s antiterrorism legislation within a week. The 2001 USA Patriot Act had an immediate and far-reaching effect on civil liberties, leading to endless discussions about the tradeoff between security and freedom. Donohue argues that the “security or freedom” dichotomy is not what is most dangerous. Instead, like previous antiterrorist measures, the Patriot Act increased executive power in absolute and relative terms and, in so doing, altered the relationship between the branches of government with implications well beyond the state’s ability to respond to terrorism.

“Counter-terrorist Law and Emergency Powers in the United Kingdom 1922-2000,” Donohue’s first book, broke new ground by tracing the introduction and implementation of 20th century British and Northern Irish counter-terrorist law. Published in 2000 and reprinted this past year, it has become a standard text for courses in the U.S., the U.K., and Ireland.

Join the Dartmouth alumni as well as current Stanford CISAC Honors College and Dartmouth Rockefeller students at the Stanford University Center in Washington for this important discussion.

RSVP to Bob Davidson ’67, club vice president, at rhdavidsonjr@gmail.com. There is no charge for this event.

Though he had never sung before, he ended up recording a CD of traditional folk songs in the language. The album title, Campo Jurado, translates to “The Field of Promises,” and it became a surprise hit in Paraguay. It is now available on iTunes, and proceeds will fund English-language grants for disadvantaged Paraguayan students.

Ambassador Cason will discuss his recent music endeavors and U.S.-Paraguay relations. Paraguayan Ambassador Spalding will speak on Paraguayan politics and his president’s new priorities. A question-and-answer period will follow.

Please join Dartmouth alumni and friends for an evening of song and cultural exchange. Light refreshments and drinks will be served.

“The Capitol Steps began as a group of Senate staffers who set out to satirize the very people and places that employed them.

“In the years that followed, many of the Steps ignored the conventional wisdom (‘Don’t quit your day job!’), and although not all of the current members of the Steps are former Capitol Hill staffers, taken together the performers have worked in a total of eighteen Congressional offices and represent 62 years of collective House and Senate staff experience.

“Since they began, the Capitol Steps have recorded 28 albums, including their latest, Camaign and Suffering . They’ve been featured on NBC, CBS, ABC, and PBS, and can be heard four times a year on National Public Radio stations nationwide during their Politics Takes a Holiday radio specials."
